So we began the tower cab table tops today...

"apparently pads arent used so much in the facilities"

I laughed when I got to my FAA facility because they DID use pads. We used a writing pad at the contract tower I worked at but thats because we didn't have a D-Brite. If there is a Brite you should be okay, otherwise have a few blank strips handy.

At my facility, SOP says local writes arrivals on the left, T/Gs in the middle and Departures on the right. Your supposed to check them off as you clear them and cross them out when you switch them.

We don't use the pads on ground.

Pads are definitely still in use, and back home you can literally hear paper rustling when a VFR aircraft calls for taxi :laff:. I just ran across an SOP for my facility as well that requires certain basic info to be written on a pad or strip (ID, direction of flight, etc.), as well as special "memory aid" procedures for whenever TIPH is used. We have one controller that uses strips for every operation, including pattern work, which really appears to overcomplicate things when the pattern is full - but whatever memory aids/habits work.
