SLOP - why exactly 0, 1 or 2 nm?

Why was it decided that pilots operating under Strategic Lateral Offset Procedures (http://tinyurl.com/faaslop page 6) should deviate exactly 0, 1 or 2 nautical miles right of centerline? Wouldn't it be better to allow any distance between 0 and 2 nm?
 
That'd probably be better in terms of "randomness," but at least on my aircraft, the FMC only accepts whole numbers (1, 2, 3, etc.) for an offset.

My FMC (It's nice, but not quite as nifty as the one on that other fleet!) can only do whole numbers as well. I'm not sure if there are any models that can take a decimal for the offset. But if there are, the thinking behind this rule would probably be that it would be too easy to accidentally type "18" rather than "1.8" on an FMC before going back to reading USA today.

That's probably it.

If I"m in a non-GPS aircraft, I won't even SLOP. It's already "randomly" someplace along that track anyway. I mean how big is the circle of probable position when your in the middle of the track without GPS or land-based position updating? Who knows.

GPS aircraft, sometimes.

This one time, at band camp, someone didn't pull out the SLOP after he coasted in.... I was on break. ;)

I've done that domestically. I offset 1 to the right on an airway and forgot to take it out when we get into the terminal environment. Oops.
 
ATC: "Where ya goin'?"

Airliner: "Flyin'! Wooo hooo! Oh... crap..."
