The answer you want: Scope clauses are sections of contracts which define who can operate flights for a certain carrier. Usually set a limit on the number of aircraft by seats or weight which can be flown on a codeshare by pilots of another airline. It's what keeps the regional airlines from flying bigger airplanes for the mainline carriers.
