Alright, so I have a guy who needs an SIC type rating in a CE-500 to go on a part 91 personal flight in a CE-560 (it's for an insurance requirement). The owner of the aircraft is an ATP typed in citations but he is not a flight instructor. The guy in need of the SIC type has 3 takeoff and landings and the other flight requirements listed in 61.55 (b)(2) in citations.
My questions are....
1) What is required for my friend to get an SIC type from the FSDO?
As I read the regs I believe he needs ground instruction and should become "familiar" with all the items listed in 61.55(b)(1) as it relates to the citation, he needs the endorsement listed in 61.55 (d)(2) in his logbook, he needs to fill out an 8710-1 and an authorized instructor needs to sign it, then he needs to present all of this to the FSDO for his SIC "type rating".
2) Who is an authorized instructor in this case? I personally am only SIC typed in the citation, but I am a CFI, CFII, MEI. Is my endorsement a valid entry in his logbook or does he need a fully typed instructor to do this?
Remember, this is strictly for part 91 so 61.55 (e) does not apply here.
