Rudders?

While I'm at the airport, I sometimes see the rudder all the way to the left. This only seems to occur while the plane is completely shut off.

Why are they like this?
 
Its hard to say, but my guess is that the plane came to a stop with the rudder pedal still fully depressed. Best way to check if that is the case is to see if the nose wheel is pointing a direction other than straight ahead.
 
On a Cessna the nosewheel could be turned and stopped at an angle. That would cause the rudder to become deflected.
