If you carry a FAA license, non-pilot (ie dispatcher, mechanic, etc.), is there any requirement to report, to the FAA, if one receives a DUI or is arrested for other civil matters?

This question came up in a roundtable discussion and I cannot find anything.

FAR 61.15(e) requires reporting for persons holding certificates under that part (61) - which applies to pilots, flight instructors, and ground instructors. Although certain related incidents can be the basis of denial, suspension, or revocation of other, non-pilot certificates (note that Part 63 refers to 91.17), I am unaware of a specific reporting requirement. Part 65 refers only to issues related to the possession (etc.) of drugs. Certainly if a medical certificate is required - as for pilots - a reporting requirement is incorporated therein.
