Since no one has answered your question. It has not as of yet shown up on my record in the airman certification database but I do have the temporary. I would have to believe it would likely/eventually show up there.
 
They have just started processing these certs.

My number starts 390 so they are using the latest numbers in the database for some reason.

Hopefully we'll see this new certificate design soon also.

Updated in the database about two weeks ago. Arrived in the mail last week. Processed into IACRA on 8/29 in the morning, Tampa FSDO.

There are rules if you're a commercial operator. It's fairly straightforward. You can look it up if you want to. I'm developing my emergency plan right now. The bigger concerns are fly aways.

If you're just a hobbyist, then no. Model airplane rules apply then, for the most part.
