Question on ATP Instructor Status Page

Looking at the ATP Instructor Page, when it says:

Instructor class of x started <date>

Does that mean:

1. x number of people started the ACPP program?
2. x number of people started the Two-week CFI program?
3. x number of CFIs were hired as ATP instructors and are going thru initial job training?

The answer is behind door number three...it's the number of new hire instructors at the office.
