If I gave you an instruction

"Arrange your flight to arrive over FIXXA at 0200"

Off airway

And you needed to slow down to accomplish this, do you consider that phraseology as giving you permission for S-Turns?

I'd most likely ask or at least tell you what we were going to do for planning purposes on both sides.

I learned a few years ago, when I was taking students of mine to an approach control facility, as long as there is positive radio communication and everyone is on the same page there isn't much you cannot do.
