I was listening to CZQM Center on LiveATC and heard CJC3498 going CYQM-KALB. Is this a new service or reposition of an aircraft?

Albany is a MX base. We used to have a Q400 base there, and we currently have a Saab base in Albany. They have a bit of ramp space for free parking.
