Question about Category II/III ILS approaches

To those controllers who work at fields with Category II/III ILS procedures available, are there any specific steps that have to be performed before the procedure is authorized for use each day? I am curious because I have often noticed NOTAMS for an airport stating that the Cat II/III ILS procedure was not authorized for a specific runway, when Cat I ILS approaches were taking place on the same runway.
