I have a slightly different take on the learning part. I think the emphasis in the knowledge test on figuring out where you are based on a static display leads to the problem to begin with. I tell my students that VOR navigation is one of those things that's easier in the air than on the ground.

Intercept the ###° radial (either inbound or outbound) is standard for my student pilot instrument reference lessons, with the student making one twist of the OBS and setting an interception course based on what the dial shows. We also do it as part of cross country navigation.

I didn't realize this was a big issue. But I guess it's like holds - the FAA method of teaching them makes them more complicated than they are and not that many instructors make it simpler.
