Although I am making the assumption you mean the governors that use oil pressure.

NEVER start a recip with the oil temperature below about 40°F.

What a joke. Start it and let it warm up if you have to, but be advised it will be rough on an engine. I just hate the preachyness of "NEVER!" Never is something you should never hear in aviation. There is always a circumstance where something is ok.

NEVER jump out of a perfectly good airplane (at cruise) without a parachute!
