With the fast track programs at ATP is it still possible to hold a somewhat part time job?

No. The reason the program works is that you are immersed in training 24/7 with very few breaks. The amount of time required for training, studying, and flying will preclude you from working even a part-time job.

If you want to work and train then I suggest the Self-Paced program.
 
You will be extremely busy during both programs, and won't have time for a part-time job. Why jeopardize a $50,000 flying education making $7/hour for spending money? Give the program 110% and you will do well, and also have a blast.
