Some of the Citations have unimproved runway capability but you don't see them "off road" very often
Insurance allowing you to operate your jet on a dirt runway is a completely different story.
That only counts in the US, where insurance companies are insane, my boss` plane with Australian Insurance had no restriction whatsoever..
Some of the companies they have in mind as costumers are Flying Doctors, UN,....don`t think they have those type of insurance issues
