Has the limit for picture size changed? I tried attaching a picture taken with my phone and it said file size was too big. It was only 3.2MB

Technically, it shouldn’t have. Let me see if it’s the software or the “max upload” of the Apache module.

Speaking of pics, is there a way to bring back being to scroll the size of the pic (on mobile) instead of just the zoom button?

I found a great app to reduce photo size. You select the photo you want from your gallery and choose the reduction size you want. I use it all the time for here.
