Can non-US citizens train under part 61?
Or do non-US citizens can only train under part 141?
Considering that you're a green-card holder.
 
You can train under either part 61 or 141 as it was mentioned in the previous post, I myself am not a US citizen and I train under part 61 but you gotta make sure you get the clearance for flight training from TSA, that is for every license until you can become a US citizen. Here is the website:
