Part 141 Proficiency Based

I'm currently doing some research at my local airport for schools to get my instrument rating. I found a small school that says they are a part 141 proficiency based program. I was basically told there is no min hour requirements to achieve the rating, simply just need to achieve maneuvers within the PTS standards. They do have stage checks like a standard 141. Also, I was told you can do everything (with the exception of stage checks) in the sim, which would be a huge money saver.

Has anyone heard of such programs? I'm a little leery as it just seems to good to be true. Thanks for any help/advice!

I would be a little leery. The FAA minimums for part 141 - 35 hours of ground and 35 hours of flight time. Highly doubt they have NO minimum hours requirement. Do you have a name for said flight school? Location?
 
It's at KVGT called Elite, their website says they are the only FAA approved proficiency based part 141 operation. I like the idea of saving as much $$ as possible but also don't want to sacrifice valuable experience.

There's not a chance in hell that you would actually be able to do everything in the sim and then pass a stage check in an airplane.
