What is the legal pairing of a 121 SIC PC checkride? Per the 121 FAR's, you must have a "complete crew". Can you have two f.o.'s taking the checkride together rather than having a captain/f.o.?

Yes. Me and my sim partner flew our checkrides together (only the person in the right seat is evaluated) as I imagine is the case 99% of the time.

(I should note, this was for the initial FO PC)
 
Two initial qual FOs will suffice. I think complete crew just means you won't have to worry about doing the checkride alone. There will be someone in the other seat acting as the other pilot would. It can even be a sim instructor. I did my initial FO on the Beech with another initial FO and we acted as PM for each other on our checkrides. At Chautauqua, I did sim training with another ERJ intial FO, but our sim instructor's philosophy was the PM should be proficient for the checkride, so another sim instructor acted as our PM.
 
During my initial is was me and my sim partner (another FO). I did my checkride first and then jumped in the other seat and was the PNF.
 
You can have another trainee perform the captain portion. At Mesa they had your sim instructor be the PNF, which was kind of nice because as soon as you uttered something it was already done.
