Wouldn't the water resistance make takeoff rolls 10x longer?

Runways are designed with better water-dispersal methods (slight crowning, grooving, etc), depending on the airport and runway location. Yes, runway contamination (water/snow) hampers takeoff performance, but runways are designed to keep the amount of water on them to a minimum.

Yep, they aren't flat and what they make the actual runway out of absorbs some of the water and pushes it out to the sides.
