That's how it was in IAD. Everyone gets an ILS to the 1's until someone says no.

That probably sounds pretty silly when it's your leg as PF.I usually let the PF brief the approach to the closed runway first, then point it out on the ATIS.

Landed on the 27s prolly a handful of times over 20 years. If you're coming from the east, they usually they make you orbit the entire field when landing on 27R. Say 'allo to Canada, eh? I did land on 27L once and 9R once. Once.
