No active precip and the runways were still contaminated? I haven't flown out of DTW in 6 yrs, but IIRC they usually did a good job of clearing the runways once the precip stopped. That ATIS doesn't show any precip, so I'm surprised they didn't just go and "Plowed and swept 150 ft wide, dry 5/5/5"
 
Earlier this summer I was cleared to land 12 @ IAD. Landing wrong way on 30, now that was a really odd feeling.

A couple years ago coming into IAD from the west one night, there was a ton of weather on the finals for the 19s and the 1s. The airport was the only thing that was dry. United attempted the approach and went missed. Pilots were reporting hook echos and talking about tornados on Potomac Approach. We're getting delay vectors up near MRB and on one turn we were pointed at the airport and I loaded the ILS 12 just to see if the weather was close. It was relatively clear still, again with weather to the north and south of the airport. I suggested to approach that if they could get tower to stop departures for a few minutes could we sneak in to 12..fully expecting them to go all unable on me. Approach said he would check..next thing I know we're on final for the only runway I haven't landed on at Dulles with all of the airplanes that didn't divert already behind us. That was pretty cool.
 
It was open, it's just that so many of the ATIS reports are "boilerplate" and the runway shift happened and no one really read what they were broadcasting.

Turning an airport around is challenging. But landing aircraft all winter long with a massive crosswind on contaminated runways, I'm sorry, but it's harder.
 
Landed on the 27s prolly a handful of times over 20 years. If you're coming from the east, they usually they make you orbit the entire field when landing on 27R. Say 'allo to Canada, eh? I did land on 27L once and 9R once. Once.

Landed on the 27s a couple times, but only once on the 9s and IIRC it was a visual sidestep to 09L. It didn't even feel or look like we were landing at DTW, the whole sight/picture image looked completely different. I guess the near equivalent to landing on 12 at IAD, you just don't get that.
