I agree if you have two equally good options to keep the pax safe and one creates less of a headache and delays for the company afterwards it should be used.

Not saying you're wrong, just an honest question. I've spoken with ramp supervisors at my operation, and skimmed through our GOM, and can't find any clear guidance on what criteria shuts down a ramp.
This is usually stated in the station ground operations manual, every airline must have one as well as the airport ASSAP, any lighting within a 5 mile vicinity calls for ramp closure.
