obstacle departure procedures

DRO is a class E airport. ATC should issue an alternate instruction that has been pre-approved for obstacle clearance or solicit pilot responsibility for obstruction clearance in VMC. Judging by the published missed approach for the RNAV to RY21, alternate instructions of "fly runway heading maintain 11,000" should be adequate for obstruction clearance, instead of a 50 degree right turn. Of course there could be coverage concerns I don't know about.
