Notam

Ok, I realize I may not be the sharpest tool in the shed (at times) but can someone explain this notam to me.

I have had several people (dispatchers and a flight instructor) and they had no idea.

A1450/18 NOTAMN
Q)KZOB/QICAS/I/NBO/A/000/999/4135N08348W005
A)KTOL
B)1805221300 C)1805222000
E)ILS RWY 25 DA TO TDZ UNUSABLE

Basically, Cat III not available is how I read it. From the decision altitude all the way to the touchdown zone, the ILS is unusable. Why you would be using the ILS from DA to the TDZ, other than Cat II or III, I’m not sure.

Is that what you’re asking?

Is there a note on the approach plate that authorizes lower visibility or DA with HUD, AP, FD, or Synthetic Vision?
I believe it’s State dependent (as in Country States) on what is allowed. We have a LOA from Isle of Mann, where the plane is registered, for EVS use, along with the sim training. Having said that, Russia does not acknowledge EVS ops, so we never get to use the lower mins at our base.

I have yet to fly in the US using EVS, but my understanding is as long as the FAA signed off on it, EVS use is authorized. I would think this NOTAM would limit your abilities to go below DA though, and is probably why the NOTAM exists.

I hope that helps from what I know of EVS ops in the US, and where I fly.

Some approach plates authorize lower visibility minimums with HUD, AP, FD, and I guess maybe EVS (never used it). If you’re going below DA with the FD still coupled because you have the rabbit and you can get in with 1800 RVR instead of the depicted 2400 RVR, this notam would seem to negate that relief.

I'm pretty sure it's because the ILS doesn't guide you to the runway. Either they have changed it or there wasn't room due to RWY16/34 but a profile view of RWY25 ILS shows that the glide path stops a half mile short. Other approaches have it to the end of the runway.

The plate has this in the approach notes: **RVR 1800 authorized with use of FD or AP or HUD to DA.

And depending on the autopilot/fd system, some might authorize use below a DA.

Probably my initial thoughts are either wrong or close with no cigar. That profile view seems to factor in somehow to me but the timeframe wouldn't concur, I was off on it being a permanent or semi-permanent issue.

I'm still thinking RVR 1800 doesn't matter because if that were the case we would all have seen it before. HIRL commonly lower plate minimums to that.

I mean maybe if you saw the runway environment and descended below DA you would be quite close to a temporary obstacle due to the ILS being located before the normal point.
