Two PP ASEL pilots want to go for a flight in a 172 together >1hr after sunset. Neither has made any flights at night within the past 90 days. Both have up-to-date medicals. Nobody else is coming.

Can they go? What if one dons a hood so that the other is safety pilot, and thus a required crewmember?
 
Nope. I believe the purpose of this rule is so that you dont kill anyone else period if you crash. Pilots included.
 
Well there's two pilots right? Neither can legally act as PIC...so the guy in the right seat would be a passenger.
 
Both are legal to act as PIC on their own.

Both are illegal to act as PIC when carrying passengers.

Is there an operation which requires both pilots to be required flight crew and therefore not passengers?

Safety pilot? Except that's only when one pilot is under the hood, so unless he's landing with the hood on, that can't work.

So... The answer is No.
