Yep, I live 60nm north from there.
Northern winds in Ushuaia are rare but tough, they come from the mountains in the north side and get through several valleys. The LOC aligns along the mountain tops from E to W. Expect heavy orographic turbulence with winds coming from the entire azimut, it's nasty when +35kt.
Nevertheless this landing isn't showing a heavy north wind, I've seen worse.
