I have been trying to get into atc for the past few years. Taken the test trying to do the off the street way and was getting help with family friend till they started to have family issues and now do not hear from them anymore. I was wonder about how much is the cti schooling cost and how long does it usually take. I know I still will have to go to training after but just wondering on the cti school itself for how long it takes. and how much better a chance do i have to get hired going that route than off the street?

I'd start by researching schools nearby that have a AT-CTI program. For example, I know Lewis University near Chicago has a 2 year AS ATC program.

There are 30 plus CTI schools out there. You are going to have to do your own research.

There are 2 and 4 year schools. Both give you the same status within the FAA, just different degrees if you want something to fall back on. CTI schools range from about 5 K on the low end to probably 150K on the high end. Obviously the cheaper schools are generally all bookwork and the more expensive schools include simulators and flight time. It is tough to get into the FAA either way. There are a few thousand CTIs on the CTI waiting list, but you will probably get hired after a 1-3 year wait. OTS is more of a crap shoot. There is no guarantee of OTS announcements since there are so many CTIs and Military out there. OTS usually only opens for the least desirable locations too.
