Name the airline game

I took this flying over PDX yesterday. Okay so this looks like a Horizon Dash 8 Q400 waiting to take off, but I'm not sure. Well, I'm sure it's waiting to take off but I'm not sure about the Horizon or Dash 8 bit. Anyway, anyone know what airline this is??? Seems like a crazy paint scheme like this would cost some $$$. Do passengers look at this and think "Yeah, I really want to fly on that airline!"?

Ever seen it up close and personal? Its horrible. Of course, they slapped it on one of their Chinese Q400s, so it is sort of appropriate. It looks like a Chinese New Year nightmare.
