what altitude exactly defines mountainous terrain and i was wondering if anyone knows why exactly 14k was chosen for the different MORA colors as opposed to any other altitude?

I think the definition of MTN terrain is more about rate of elevation change in an area than it is actual height of the terrain.

Somewhere out there in the ether is a map that shows all the MTN terrain in the CONUS. My google is wimpy tonight.
 
I think there is a map in either the AFD, AIM or NACO approach charts... Not sure, but you'll find it on one of those...
 
If you have a 2010 FAR/AIM (ASA version) there's a map of it on page 782.
 
Its in the AIM, pretty much most of Alaska, the Rockies, California, the Appalachians and some places in between, if you think its mountainous, it probably is.
 
If you have the Jepp binder of approach plates, it defines it in there. I can't think of the exact wording off the top of my head.
 
I believe the definition of mountainous terrain is elevation change of more than 3000 feet within 10 miles. That could be wrong, I haven't looked at it in a while.

It's in the Jepp glossary.
 
I don't know about mountainous terrain, but Part 95 defines Mountainous Areas. That's basically the pictures in your AIM.
