SKC is Sky Clear

0003 is the valid time for the TEMPO change, 0000 to 0300. Next line covers from 0300 on.

Choose the translated option and you'll get both the raw format and a translation of it. What you can do is look at the raw format, read it, and then verify that what you think it says is accurate.
