If your altimeter isn't set right, you might THINK you're flying at one altitude, but you're flying at another. I think that's the point John was trying to make. Ultimately, whether you fly at a weird VFR altitude or the standards, LOOK OUTSIDE.
Yeah, the new handheld TCAS units are great, until you get someone in the plane that says "Yeah, I got him on TCAS" instead of looking outside for the traffic. It increases SA to a point, but it is no substitute for the Mark I eyeball. We've got the TIS system on a couple of our airplanes, and I hear people all the time (and have SEEN a couple of my students do it) say "I see him" while looking at the screen instead of outside. Yeah, that thing has a delay in it. It tells you the general direction, relative alt and general heading of the traffic at the time the info was received. That delay could make all the difference in the world. The more cool technology is put in aircraft, the less people will look outside. As for my students that like to use the TCAS as their main reason for looking for traffic, they tend to get mysterious "failures" of that system pretty often.
