Medically Disqualified for ATC (Color Vision)

Here is my situation, I was wondering if I could get any answers (answers through the traditional methods have been few and far betweeen) here. I received a TOL to be an ATC in November 08. I did not pass my color vision test (Dvorine or the ALT) but was told that a new color test was under the process of being approved (told roughly around Jan. 09 that it may be approved), and I would be able to take this test once it was. My other medical and security proceeded accordingly. I received a letter yesterday stating that I had been disqualified from employment because of my vision. So my questions are what happend to the new test (ATCOV was the name I had seen)? Is there anything that I can do to support an appeal? I was told that I cannot take the ALT again (I think I may be able to pass the ALT if I was able to familiarize myself with the aviation lights). Is that true?
I certainly appreciate any answers that you can provide.

Call the Regional Flight Surgeon's office and ask them where the ATCOV stands. They may have denied you because the clock was running out on the process for employment. "Familiarizing" yourself will not work with the ALT.
