Not a factor in FAA land. It is a de facto requirement to get hired by most airlines in Europe unless you have have an JAA ATPL or JAA commercial with 500 multi crew (JAR/FAR 25) hours.
Once you have 500 multi crew, you can be issued an ATPl (assuming you meet all the requirements) and you don't need the MCC.
Nearest thing in the states would be a jetbridge or airline transition course.
