Honestly I don't think you can judge a person's ability by their logbook. I've flown with 1500 hour pilots that are more competent at actually flying an airplane than some of our 15,000 plus hour pilots. Age, type of flying, recency/currency and attitude are far far more telling factors than hours.On the flip side, I think once you get a little bit up the pilot ladder, and you've had a few jobs, you can start to guestimate hours flown per year/ per job and arrive at a pretty accurate level of experience by looking at a resume.
Sure you'd expect a 5 or 6000 hour pilots to have X ability, and I'd certainly expect better decision making out of them, but I have found little correlation between hours and ability after about 1500 hours.
