Logging "Actual" Instrument Time

Legally yes, but again the JFK Jr. accident comes up. He was legally able to fly, but without an instrument rating, he probably shouldn't have.

(for those of you who forgot, JFK Jr. crashed his plane in the Atlantic trying to fly on a moonless night over water where no horizon was visible)
