Logging "Actual" Instrument Time

So technically, a non-instrument rated pilot can log actual here without a safety pilot in VFR conditions? This seems to violate the "see-and-avoid" concept of VFR flying.

Legally yes, but again the JFK Jr. accident comes up. He was legally able to fly, but without an instrument rating, he probably shouldn't have.

(for those of you who forgot, JFK Jr. crashed his plane in the Atlantic trying to fly on a moonless night over water where no horizon was visible)
