Locality pay

I keep hearing that they are trying ot phase out locality pay? when are they looking to do this and how?

Not locality... Controller Incentive Pay (CIP) is being phased out over the life of the Imposed Work Rules. CIP was given to the hard to staff and busy facilities as a way to attract and retain controllers. At many places it was as much as 10%.

Locality pay is something that is paid to all Gov't workers and is a percentage to offset cost of living in selected areas.
 
so if the city i'm living in has a %4 wage tax would that be cominsated under the CIP or COL? Or does it just depend how they classified it?
 
I can't believe they can get away with phasing that out, govm't jobs (ATC, teching, doctors, nurses, tax and local govm't offices, etc.) in UK have it. Basically it is called the "London weighting" It has three zones, inner London, outer London and fringe. The extra amount is fixed, no matter what your pay level, though.
