Departed off PNE, tower told them to switch to departure and they acknowledged, never checked in with departure and started a left turn and into the ground. It was a Mexican Medical Services medevac. Ceilings overcast at 600’, don’t remember the winds but not anything crazy that I recall.

That’s awful to see. I hope they didn’t feel anything.
 
I dont know a ton about fixed wing medevac ops but is it common for foreign registered birds to do intra US flying? KSGF maybe as a fuel stop?
