Is there anyone in the 135 world that could share some information with me on how you deal with pax that are late to their take off times? 1hr. 3hr. Kind of late. Is there a fee? Do you just wait them out? Especially if they aren’t communicating.

It’s built into the charter contract. Depends on your operation. Most charge after a set time. Some places ditch you at the 4 hour mark and make you rebook. Larger shop - your ops will make the call. If impacting down line flights they may tell you to gtfo and repo to the next stop. If they’re a 1x customer that’s never booked before- odds are they amount of leeway extends as far as the next flight.
 
At the two different places I was at, we had a 1 hour and this last one was 45 minutes. Clock starts at ETD (and if youre on the CJ, the 10/24 hour limit was a real factor), so if 45 minutes/1 hour went by, with no calls, no answer from the passengers, or the brokers, it was go time. We would replan, refile, and off we went. Contract will dictate, but no calls no shows were non refundable. Ironclad and bulletproof contract helps with those.

Most of the time people were 30 minutes early, and I would never say no to departing early unless the previous days events prevented an early departure.
