Do you mean living and working in China/Phillipenes for a carrier flagged in the respective country, flying an N registered ship in those countries or operating as a crew-member for a US airline in a N registered ship in and out of those countries?
Are you sure about that? I've never tried but have several buddies over in China in various places flying business jets and I think their CAA makes you go through either a conversion or a validation, and they have a very thorough medical.
I had a buddy get denied a medical due to getting Lasik which apparently isn't allowed or they used that as an excuse to not hire him. He's a good dude, so not sure why it happened .
Anyways, I don't know first hand but I've heard it takes a while and can be a very tedious process in China anyways.
At a minimum it requires passing a written test; a checkride; and their medical for China. Not sure about the PI, but I believe it is pretty straight forward there.
