i was wondering... I live in austin texas and I was wondering what would be required for me to fly for aeromexico or some other mexican airlines?

Mainly the right to live and work in Mexico, their licenses and a stomach for Tequilla!

but do I need to learn how to FLUENTLY speak spanish or do they have to speak english and do you think hour standards would be lower in mexico or the same?

I am almost certain you would have to speak Spanish and English fluently - you will have to communicate to ATC in English, however I would imagine a lot of the airline personel will only speak Spanish.

Times are likely to be more competitive then in the US. With the small air traffic system in South America I would imagine most seats are to ex Air Force Pilots, or only for the very wealthy.
