Instrument XC question

Okay, so I know the instrument xc has to be done "along airways" and must include "3 approaches of different types to 3 different airports" and has a length requirement. Does all of that HAVE to be done with a CFII, or can it be done with an instrument rated safety pilot? Reason is my friend is working on his instrument and is trying to save some $$$. I told him I'd do the XC with him if the regs would let me.
 
Yes, It has to be with an instructor. 61.65 (d) (2) (iiii) states that you need ". . .instrument training on cross country flight procedures. . ." It then goes on and lists the requirements. So, yes, it's training from a CFI-I.
 
Yeah, I was thinking that while driving around the other day. I don't think he could technically log it as PIC if we were on an IFR plan that I filed, even if he was under the hood and "sole manipulator" and I was the safety pilot.
 
technically he could... you'd have to act PIC though (and you wouldn't be able to log it - go figure); it's irrelevent anyway because the regs say you need a cfii to do it.

Rule 1 If you are a recreational, private or commercial pilot, you may log PIC any time you are the sole manipulator of the controls of an aircraft you are rated for. 61.51(e)(3)

"Rated" means the category and class (and type, if a type rating is necessary for the aircraft) that is listed on the back of your pilot certificate. Nothing else matters. Not instrument ratings. Not endorsements for high performance, complex, tailwheel aircraft. Not medical currency. Not flight reviews. Not night currency. Nothing. There are no known exceptions.
