Instrument Rating Privileges

I've been studying some CFI stuff recently and was looking through all my old outlines, I've come across something that I can't figure out...where in the FARs does it say that, with an instrument rating, you can fly in less than VFR conditions? Ie. where are the instrument rating privileges and limitations?

I'm probably just missing something really obvious, so I'm hoping one of you can help.
 
Well it doesn't really word it the way that you are thinking about it.

The way it words it is "you can fly VFR under ABC conditions" (part 91.151-161) and "you can fly IFR under XYZ conditions" (part 91.167-193)

Or, if you mean from the pilot's privileges perspective, then that's under 61.157(c).

I mean, it's obvious that if you have an instrument rating, you can fly under IFR, operating under the rules set forth in Part 91. But...where in the regulations does it say that?
 
Sorry, my reference above had a typo. It's 61.57(c).

c) Instrument experience. Except as provided in paragraph (e) of this section, a person may act as pilot in command under IFR or weather conditions less than the minimums prescribed for VFR only if: ...

Can you find the reg that allows a private pilot to fly VFR?

You're over-thinking this. Like many other areas in the regs, it's usually a matter of limitation, not privilege. Perhaps 61.3(e) will help.
 
Also, the Commercial and Private are Certificates. The Instrument is a Rating. Apples and Oranges. Be careful of that as you try to navigate the certification game.
 
I don't have quick access to the regs at the moment but I remember wording somewhere that states you can't accept an IFR clearance unless you are rated to do so. Does that jog someone's memory to look it up or am I off? This might be related to aircraft currency though and not pilot currency (pitot static check etc...).
