My standard answer on this: it depends on a bunch of things. Here are the biggest:
1. Do the FBOs in the area generally treat their instructors as employees or as independent contractors? Because of differences in the way labor laws are enforced, this can be very different form state to state, and maybe even within a state.
2. How much business does the FBO gave? FBOs, especially those that treat their CFIs as employees, will be very likely to want to protect them from "interlopers" stealing business.
3. What is the FBOs relationship with it's insurance company? Is there a limit on the number of CFIs? If CFIs are employees, does insurance require that they all be employees.
