I believe you are correct. I just think he was saying it to include the ILS & LOC without actually typing all that.

You're right, it's not the FAF for the ILS. What you do need the ADF for (since this approach is in a non-radar environment) is to find the IAF to so you know where to begin the procedure turn and find the FAF without radar vectors.
