FAR 61.215 Ground Instructor Privileges states that a person who holds an AGI rating may give ground training for any certificate or rating. Does that include an instrument rating?

If it does then there would be no need in getting an IGI rating if one already has an AGI rating, right?

I actually assume the AGI would not include the instrument rating because the AGI written test covers no instrument rating material. But in that case, why does the FAR say any rating?
 
The way I interpret the regulation is:

If you take the AGI, then you can provide ground training for any certificate or rating, any flight review, and provide a recommendation for a knowledge test for any certificate under Part 61.

On the other hand, if you take the IGI then you can provide only instrument ground training, ground training for an IPC, and a recommendation for the instrument knowledge test to meet the instrument rating requirements.

So, if you have an AGI you can provide ground training for any certificate or rating, but you may not recommend someone for a knowledge test for an instrument rating. You must hold an IGI to have that privilege.

According to the FAQ for 14 CFR Part 61: "The knowledge test for the Advanced Ground Instructor rating does not adequately cover the areas for Instrument privileges. However, 61.215(b)(1) states that an Advanced Ground Instructor may provide training 'required for the issuance of any certificate or rating under this part.' This was a mistake in the wording of the final rule, but there is a draft NPRM under review that revises back the privileges for the Advanced Ground Instructor rating that will only allow ground instructors with the Advanced rating to provide ground training that exclude the training required for an instrument rating."

Hope that helps a little more than my 'presumeably correct' interpretation. You just have to look at the CFRs and chuckle sometimes.
