Of course there are exceptions to every rule. Last time I was in ATL, I heard "Cleared to ___ via the ___ departure. Squawk 1234"
Even "Cleared as filed" clearances that have the "correct" (for ATC's needs) departure procedure will always include the DP and the first fix (e.g. "Cleared from San Francisco to San Luis Obispo via the EUGEN SEVEN departure, SHOEY as filed").

Don't know if you have flown one, but in Atlanta (and DFW and a few other places with bigtime RNAV departure programs) the initial altitude assignment is included on the departure procedure itself (in DFW, it was almost always "maintain 10,000" with a few intermediate restrictions to cross such and such at or above and at such many knots), so there's no need to include the altitude in the clearance.

LAX clearance delivery wants you to read back ONLY your ATC callsign and transponder code unless you have a question. I guess I'd better scribble correctly the first time.
