IAD Runway 30 Approach

Today I was in the back of an RJ9 on approach to 1R at IAD. Just after passing past the Air and Space Museum they made a turn to land on 30, I looked down and we were just about over the numbers to 1R with some RJ sitting there waiting to take off I assume.

Is this normal for Dulles when it is as windy as it was today from the NW or was this something else since they were departing both 1R and 30. Reminded me of the turn to 19 on the River Visual at National, without looking down at a river.
 
It really has to be a gusty day that would exceed the crosswind component for the north runways. I've done it maybe once being based there for 2 years.
 
I noticed they were doing it all afternoon there. I only looked once and the winds were only 300@26G38. I was surprised that was enough to initiate the circle.
 
I enjoyed it but it brought a lot of nervous looks from other pax looking out the left side at the ground.

They were doing that Monday too, we got "expect ILS 1R circle to land 30" from approach. Traffic allowed them to just give us the visual when we got closer.
 
Had this last night, except we were coming from the north, so it was a visual right base to 30. First time I've ever landed on 30 in IAD being based there. Only when the winds are howling do they use it. 280/28G46 at the time.
 
It has been a windy week up here for sure. So for a circle to land if they are coming in on an approach to 1R with a circle to land they can basically overfly the runover for 19L and make a turn for short final to 30?

I'm working at ZDC this week and their airspace and procedures are whacked compared to where I am from.

Landed on 30 a few days ago. Kinda odd flying directly over a 757 thats lined up and waiting. First time Ive gotten to actually fly it. Ive monitored the approach many times.

I do remember back in the day, flying saabs in and out of dulles we had setup for the circle 30. Everyone was doing it. They read out the winds and they were within limitations, so we just asked for straight in 1R. They approved and we got a much shorter taxi.
 
I've always landed to the north or south and departed 30. Maybe twice I they launched us to the south.
