I’d probably have handled it a bit different. I’m not sure if it’s possible to do this without narcing him, but he’d get a number, explain why this is a bad idea, and then tell him that a preemptive call about his plight would have been easier for all involved and no big deal.
 
What's the likelihood of a supervisor or somebody out of location reviewing the tape, hearing the comment and going after the pilot, or even you for not violating him?

About 1% for it to be heard during a random tape check. Probably 1% of that 1% chance action being taken on it

This was a good 20 years ago. But if you hit the snitch a supe got involved and then the controller needed to protect himself. If the computer didn't see a loss of separation, and the supe didn't see it, then it didn't happen.

No snitch for IFR/VFR flight following, IFR clearance would not take effect until the aircraft reached an appropriate IFR altitude.

Heh, I've routinely gotten the clearance "Cleared present position direct FIXXY then Direct PABC, maintain your own terrain and obstruction clearance through XXX-thousand climb and maintain YYY-thousand, report leaving XXX-thousand" a ton of times. One wonders exactly where that clearance starts?
