Maybe I missed it as well, but yep. . .I thought the Houston FSDO was ten minutes walk from the ramp. It is actually on the airport grounds.

Its not at the airport anymore, they moved a year or two ago. Now it is about halfway between EFD and HOU
 
I have an even easier solution:

I also re-newed my CFI with AF, but I'm here in Afghanistan. I simply got the paperwork notarized as stated and corresponded with the Houston FSDO, mailed all the paperwork and in two weeks had a paper temp and less than a month had my hard copy. I thought the process was fairly straight forward.
