I heard a rumor that airlines take preference over people who dont flight train/instruct in Florida becuase Florida flying is so "perfect", is this true?

That's gotta be the funniest thing I've ever read. From someone who instructed in the Northeast (NYC area) summer - winter, instructed in the spring-summer in the Southeast (ORL area), and now instructs in the Southwest in (from summer-fall-winter-spring) I can say that the easiest place in regards to weather is DEFINATELY the southwest.
Florida was the most challenging, atleast in the summer months. the Northeast was the most challening in the winter months (I got handed a de-ice contraption and was told to "go de-ice those planes without ever even seeing ice before!).
Get that multi time, that's what counts. Move for it if you have too.
